Lay beef on a paper towel-lined baking sheet and refrigerate for 30 minutes.
In a medium saucepan, bring water and rice to a boil. Lower heat, cover, and cook until tender (about 20 minutes).
Combine sugar, rice vinegar, orange juice concentrate, soy sauce, and salt in a small bowl; set aside.
Heat oil in a wok over medium-high flame. Toss beef in cornstarch to coat.
