Ingredients

2 cups coconut vinegar
0.5 cup soy sauce
1 head garlic, peeled and coarsely chopped
10 bay leaves
1 tablespoon garlic powder
1.5 teaspoons ground black pepper
1.5 teaspoons annatto powder
5.5 pounds cut-up chicken parts
3 tablespoons vegetable oil

In a large bowl, combine vinegar, soy sauce, half of the chopped garlic, bay leaves, garlic powder, black pepper, and annatto powder. Add chicken, stir to coat, cover, and refrigerate for at least 4 hours.

Remove chicken from marinade and pat dry. Reserve marinade.

In a large skillet, heat 2 tablespoons of vegetable oil over medium-high heat. Cook chicken in the hot oil until browned on both sides, about 4 minutes per side. Remove skillet from heat.

In another small skillet, heat remaining 1 tablespoon of vegetable oil over medium heat. Cook and stir remaining chopped garlic until browned, about 3 minutes. Add annatto powder; simmer for 3 minutes.

Pour the annatto mixture over chicken, add reserved marinade, and bring to a simmer. Cover and cook until chicken is tender, about 45 minutes. Uncover and cook until sauce has reduced slightly, about 10 minutes.
