In another bowl, combine the flour, baking powder, and salt. Gradually stir this mixture into the cocoa mixture until fully incorporated.
Cover the dough and refrigerate for at least 4 hours.
Preheat your oven to 350°F (175°C) and line two cookie sheets with parchment paper.
Roll or scoop chilled dough into 1-inch balls. Coat each ball in confectioners' sugar and place them 1 inch apart on the prepared cookie sheets.
Bake for 10 to 12 minutes. Let the cookies stand on the sheet for a few minutes before transferring them to wire racks to cool.
Repeat Steps 4 and 5 to make the remaining batches.
