In a large skillet, cook ground beef over medium-high heat until browned and crumbly; drain the grease and set beef aside.
Cook bacon in a 3-quart saucepan on medium-high heat, turning occasionally, until crispy (about 10 mins). Remove bacon with a slotted spoon and let it drain on paper towels. Retain bacon grease in the saucepan.
Sauté carrots, celery, and onion in bacon grease until vegetables are tender (about 10 mins). Add broth, potatoes, and cooked ground beef; bring to a boil, then reduce heat, cover, and simmer for 10-12 mins or until potatoes are tender.
In the same skillet used for cooking beef, melt butter and whisk in flour. Cook, stirring frequently, until bubbly (3-5 mins). Gradually whisk in milk, blending it into the flour-butter mixture until smooth.
Pour the milk mixture into the soup, whisking to combine. Bring to a boil and simmer for about 2 mins. Stir in Cheddar cheese until melted. Season with basil, parsley, salt, and pepper.
Remove from heat. Ladle the chowder into bowls and garnish with crumbled bacon and extra shredded Cheddar.
