Sauté onion and garlic in the reserved drippings until tender. Add broth, water, wine, carrots, tomatoes, basil, oregano, tomato sauce, and cooked sausage. Bring to a boil; reduce heat and simmer uncovered for 30 mins.
Add zucchini, bell peppers, parsley, and tortellini. Let it simmer for another 25 mins (fresh tortellini) or 45 mins (frozen tortellini), all covered.
