Preheat the oven to 375°F (190°C).
Combine dry enchilada sauce ingredients: tomato paste and water.
In a large skillet, cook ground beef with garlic salt and onion powder until browned and crumbly; drain fat. Mix in refried beans and 1/2 cup of the prepared enchilada sauce.
Dip enough tortillas to line the bottom of a 3-quart casserole dish in remaining enchilada sauce. Arrange the dipped tortillas. Layer half of the meat mixture on top, then spread half of the Cheddar and Monterey Jack cheeses over the beef layer.
Add another layer of dipped tortillas, followed by the rest of the meat mixture and a final layer of dipped tortillas. Pour leftover enchilada sauce on top and sprinkle remaining cheese.
Cover with foil and bake for 20 minutes. Remove from the oven, let it sit for 5 minutes before serving.
