In a large bowl, whisk together sugar, pumpkin, vegetable oil, eggs, milk, and vanilla until smooth.
In a separate bowl, stir together flour, baking powder, baking soda, cinnamon, and salt. Gradually pour the flour mixture into the pumpkin mixture, stirring to incorporate. Stir in chocolate chips.
Using a spoon, drop dough mounds 2 inches apart onto prepared baking sheets.
Bake until golden, approximately 10 minutes.
