In a saucepan, bring water, raisins, molasses, sugar, and shortening to a boil. Reduce heat to low, let the raisins plump for about 5 minutes, then allow to cool.
In a bowl, whisk together flour, baking soda, and cinnamon. Stir this mixture into the raisin mixture until well combined; pour into the prepared baking pan.
Bake until a toothpick inserted near the center comes out clean, about 1 hour.
