Preheat the oven to 350°F (175°C).
In a large bowl, mix together the ground beef, bread crumbs, half of the tomato sauce, eggs, dried onion, salt, and black pepper until well combined. Transfer this mixture to a 9x5-inch loaf pan.
Gently press down the meatloaf in the pan, creating a border around the edges for the glaze.
Bake for 40 minutes.
Meanwhile, in a small saucepan over medium heat, combine the remaining tomato sauce, white sugar, brown sugar, vinegar, and mustard. Bring to a boil, then remove from heat.
After the initial 40 minutes of baking, pour the glaze over the meatloaf.
Return the meatloaf to the oven for an additional 20 minutes before letting it rest for 5 minutes before serving.
